Conservation panel approves Watertown Road single‑family dwelling with wetland marking condition

The Middlebury Conservation Commission voted unanimously on July 28 to approve Application #538 for construction of a single‑family dwelling, well and septic within the upland review area on Watertown Road. The motion, made by Curt Bosco and seconded by Joe Bernardi, carried without dissent.
Ron Wolff represented the applicant and told commissioners that approvals from the Torrington Area Health District, zoning, and the town attorney had been obtained. The commission’s draft resolution, as adopted, requires that permanent wetland markers be installed along disturbance limits prior to issuance of a building permit and that standard sediment and erosion controls be implemented and maintained until sites stabilize. The resolution also notes the applicant’s responsibility to notify the U.S. Army Corps of Engineers and the Connecticut Department of Energy and Environmental Protection if necessary.
