The Parowan City Planning & Zoning Commission voted June 17 to approve a conditional-use permit for a commercial monument sign on parcel AD-0500-0002-0000.
Planning staff Dan said the sign would sit roughly 19 feet from the frontage road and 5 feet from the right-of-way edge and described the proposal as an off-site advertising-style monument intended to serve three lots in the commercial subdivision. "When Gary came back in, saying we we wanna do this, I said, I think that that we need to do a conditional use permit process," Dan said, explaining the office's reading of the sign code and the reason for processing the request as a CUP rather than an administrative approval.
Commission members focused on sight distance and ownership questions: commissioners noted the existing right-of-way is about 40 feet from the asphalt, that the sign is a monument (about 15 feet tall with panels roughly 9 feet wide and 4 feet high), and that future road widening could change setback needs. An audience commenter, Larry Zajac, urged that the city require an easement for the sign so the right to locate and advertise there would survive a change in parcel ownership.
A commissioner moved to approve the permit "on the parcel ADash0500Dash0002Dash0000, with the exceptions of that there will be an easement made where the sign is getting placed on the property. There will be a maintenance requirement. And if any significant lane changes has happened on 200 South, it will need to be brought in for review." The motion was seconded and the chair declared the motion carried.
The commission conditioned approval on a recorded easement and a maintenance requirement; staff said they would verify that any easement was recorded before final approval and that the CUP would be subject to review if a material change to 200 South reduced the sign's setback or sight distance.
Next steps: staff will draft the administrative paperwork to reflect the conditions and require evidence of the recorded easement as part of the final sign-permit process.
