Commission approves Substance Abuse and Mental Health Area Plan; Bear River Mental Health to rename

Rich County approved the state-required Substance Abuse and Mental Health Area Plan and was told Bear River Mental Health will rename to Bear River Behavioral Health effective July 1, 2026; a new receiving center is set to open June 24, 2026.
Trevor Cook presented the Substance Abuse and Mental Health Area Plan required annually by state statute and said the Board of Health held a public hearing with no public comment and recommended county approval. The commission moved, seconded and unanimously approved the plan.
Cook told the commission that "Bear River Mental Health will rename to Bear River Behavioral Health effective July 1, 2026," and that a new receiving center will open June 24, 2026, as substance use and mental health services are combined under capitated Medicaid. The presentation included a note that next year's behavioral health funding will flow through the health department, increasing the department's budget by approximately $10 million.
