Rich County adopts WUI map and Cooperative Agreement under House Bill 48

Rich County commissioners on May 13, 2026, adopted Resolution 26-2, approving Wildland-Urban Interface (WUI) agreements and adopting a draft WUI risk map under obligations from House Bill 48. County Attorney Ben Willoughby and Fire Warden Travis Hobbs presented the requirements, including adoption of the 2006 WUI code, a risk map and agreements to coordinate suppression and assessments.
Fire Warden Hobbs presented a draft map delineating high-risk unincorporated areas using roads and geographic boundaries and said irrigated and wetland areas were generally excluded. The commission agreed the state should handle property-owner notifications and high-risk structure inspections; Commissioner Jonathan B. Lee moved to sign the Cooperative Agreement with the Utah Division of Forestry, Fire and State Lands, and Commissioner William E. Cox seconded. The vote to adopt the WUI agreements and map was unanimous.
Officials also reported a state-funded Sweetwater Hill mitigation project with five planned safety zones and establishment of marked evacuation routes. The Interface Agreement governing structure assessments remains under review by the Attorney General's office; the Cooperative Agreement is ready for signature and was signed at the meeting.
