Design Review Board approves Papa Kelsey’s illuminated wall signs

The City of Eagle Design Review Board on Sept. 11 approved a modification to the 2008 master sign plan permitting two illuminated wall signs for Papa Kelsey’s at 1539 East Iron Eagle Drive.

Greg Holtz, representing the applicant, told the board the proposal would “replace the existing wall clock with 2 illuminated wall signs … to modernize signage while maintaining the architectural harmony, also known as Eagle architecture.” He said the signs use 2‑inch aluminum returns, digital-print graphics in the restaurant’s green and red PMS colors, and warm 3,000K halo LED illumination to reduce glare. Planning staff confirmed the proposed signage is within allowable size limits and described staff-recommended site-specific conditions, including limiting halo illumination to the end cap and requiring a white background for the monument tenant panel and revised elevations for window signage to meet Eagle City code (window signage allowed up to 25% of public-facing window area).

Board members asked whether existing under-sign lighting would remain; Holtz said the applicant would coordinate with planning staff at the sign-permit stage and could retain matching fixtures. A board member pressed that clock removal must be followed by a professional repair of the brickwork rather than a minimal fill; the chair moved to approve the modification with staff site-specific conditions (1–6) plus an added site-specific condition requiring the brick be professionally repaired and approved by staff prior to occupancy. The motion was seconded and passed with all present members voting aye.

The approval authorizes the applicant to proceed to sign-permit submittal subject to the listed staff and site-specific conditions. The board also noted the applicant must submit a revised monument panel elevation and window-signage elevations for staff review.
