Willows residents organize hundreds for neighborhood watch; council delays contract decision

Several speakers at the July 28 Willows City Council meeting described an organized grassroots push to form neighborhood-watch groups and asked the council to support locally driven efforts rather than pay for outside consultants. Organizers said about 284 residents had volunteered for a town-hall planning meeting set for Aug. 18.
City staff proposed a one-time contract (not to exceed $16,000) with a consultant experienced in crime prevention to provide templates, volunteer training, printed materials and a final report. Supporters said a paid consultant could speed setup, advise on liability and standardize training; opponents said volunteers already were organizing and questioned the use of general-fund money earmarked for law enforcement.
Council did not approve the contract; members asked staff to ask the consultant to attend the Aug. 18 town hall and postponed formal action until the Aug. 25 council meeting so volunteers, staff and the consultant could present more details.
