Court approves Cross Bar road funds, towing RFP, jail rack work and fire-equipment increase

Friends of Cross Bar presented a request for modification number 7 to a funds-transfer agreement to authorize $324,800 for continued preliminary engineering and contingency on the Cross Bar access road; the court approved the transfer.
On county parking policy, commissioners agreed to ask purchasing staff to issue an RFP for towing services intended to provide no‑cost-to‑the‑county removal of unauthorized vehicles between 2:00 a.m. and 7:00 a.m., with signage and event exceptions to be finalized in the contract language. The court also approved contracting Allen's Tri State Mechanical for detention-center rack work in the amount of $39,983 to be funded from SCAP or equipment funds, and authorized an increase to a Daiko Fire equipment purchase order for $17,105 to cover change orders on fire apparatus.
The sheriff also presented the FY25 Edward Byrne Memorial JAG interlocal agreement with the City of Amarillo; the court signed the MOU to accept the county’s portion and noted the use period through September 2028. Commissioners instructed staff to follow procurement rules and to return with contract details and any necessary scope clarifications.
