Council approved an interlocal-style agreement with neighboring Enoch City to provide building inspection and plan-review services after Parowan lost its building inspector. Under the approved terms, Parowan will pay Enoch 35% of building-permit fees for inspections and 100% of plan-review fees for work Enoch performs; Parowan will also allow Enoch to use a city vehicle for inspections and will hire a part-time permit/administrative technician locally to process permits, support planning, and handle some code-enforcement tasks.
Manager Dan Jessen described the arrangement as a "symbiotic" partnership that avoids hiring a full-time inspector while ensuring inspection coverage; the agreement includes a 60-day cancellation clause so either party can terminate with time to pivot.
