Parowan adopts balanced FY2026–27 budget, dubs it a "year of grants"

Parowan City Council on June 11 adopted the fiscal year 2026–27 budget, a plan City Manager Dan Jessen described repeatedly as "a year of grants." The adopted budget includes roughly $10,500,000 in grant-funded projects and about $8,600,000 in additional borrowing for capital work, while containing no property-tax increase in the base spending plan.

Jessen told the council the larger total budget — about $29,000,000 on paper — largely reflects one-time grant and bonding activity rather than a durable growth in operating costs. "This is the year of grants," he said, adding, "We have a combined total of about 10,500,000 in budgeted grants in this year's budget." The package includes an employee cost-of-living adjustment (2.6%), continued step-and-grade adjustments, and first-year wrap-tax awards scheduled for issuance July 1. Council members voted by roll call to adopt resolution 2026-10 approving the FY2026–27 budget; the motion carried.
