Equestrian group urges the commission to include horse riders in trail planning and to mitigate conflicts

Tammy Bromley — who identified herself as past president of a regional equestrian and endurance riding club — told the commission equestrian users want to be part of the parks and trails planning process and emphasized safety for horses and riders. Bromley described endurance rides and volunteer stewardship activities the group has performed, and urged the city to consider directional or user‑specific trails, desensitization training for horses, and design features (visibility and trail width) that reduce hazardous interactions between horses, bicyclists, pedestrians and OHVs.

Bromley recounted safety incidents on foothills trails, including encounters with people shooting near trail corridors that unnerved horses: "I heard people shooting... I was kind of wondering if they were gonna take a shot at me," she said. Commissioners and other attendees discussed privilege/pass systems for residents, training rides, and design approaches (visibility and single‑user sections) to manage conflicts; several commissioners encouraged equestrian groups to join the master‑plan stakeholder process so their safety and access concerns are considered in scope and RFP selection.
