River Ridge board approves goals and performance measures to comply with HB7013

District staff proposed and the board approved goals and performance measures (communication, infrastructure and financial transparency) required under new state law HB7013; the initial report is due Dec. 1, 2025 and must be posted on the CDD website.
District staff and counsel briefed supervisors on HB7013, new state legislation requiring special districts to adopt annual goals and measurable performance standards. Staff proposed three focus areas—Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability—and the Board approved the Goals and Objectives and Performance Measures/Standards & Annual Reporting Form.
Tony Pires and Mrs. Adams explained procedural steps and timelines for compliance. The initial report will be added to the district’s key activity dates and must be posted on the CDD website by Dec. 1, 2025.
