Council reviews MOU draft for county-led waterline to six affected homes

Town staff told the council the county has asked for the town's position on a draft memorandum of understanding among Swepsonville, the county and Graham for a waterline installation to serve homes affected by a nearby county landfill. Brad said staff want the MOU to state that "system development fees would be charged by the town" and that the county, not individual homeowners, would be responsible for them.
Brad said the project would serve six houses identified as impacted by the landfill and recommended adding language that would protect the town from financial liability if the county project is only partially funded. Staff also said the county's contractors must provide proof that existing private-well connections are disconnected to avoid cross-contamination of the town system. The draft MOU will be revised with staff-recommended bullets and then circulated for council review before it returns to the county for formal action.
