Multiple witnesses testified that ABCA's public records are difficult to access, slow to appear in response to FOIA requests and sometimes include incomplete or misattributed information. Commissioner Courtney Carlson said ABCA published an incorrect email address for protest submissions and that FOIA responses often excluded enforcement records; she called conditioning civic participation on PDF conversion and email-format literacy ‘‘exclusionary.’’
Director Musale said the agency is implementing a Salesforce upgrade to make placards, settlement agreements, investigative histories and noise complaints searchable online and to automate notices and calendar invites for hearings. He acknowledged that some FOIA responses had errors and said staff corrected a known email problem and reinstated affected petitioners. The committee asked for a timetable and a sample of records that will be publicly accessible when the new system goes live.
