Planning Commission recommends rezoning to allow car wash in Westlake growth area

The Franklin County Planning Commission on June 9 recommended approval, by a 7-0 roll call, of a zoning map amendment and new proffers allowing a car wash on a 1.93‑acre parcel in the Westlake‑Hales Ford Designated Growth Area.
Planner Tina Franklin summarized the request from FH‑HOF, LLC to repeal several proffers from a 2024 rezoning and submit a revised concept plan to allow a car wash only. Staff told the commission the property will remain B‑2 General Business and that the applicant provided trip‑generation estimates indicating a net traffic reduction compared with the previously approved drive‑thru restaurant and car wash combination.
Agent Chris Burns and developer representatives said the building footprint was rotated to face Route 122, vacuums were located behind the building, sidewalks are retained along three road frontages, and access will be oriented from Brookview Lane rather than directly onto Route 122. The applicant reported trip reductions of 36% on weekdays, 44% for AM peak hours and 24% for PM peak hours relative to the 2024 plan. Developer Jimmy Politis said the operation would recycle roughly "fifty to sixty percent (50-60%)" of its water using underground storage and sediment traps.
Commissioners said the car‑wash‑only plan represented an improvement over a mixed restaurant/car‑wash development and moved to recommend approval with the six staff proffers, including WVWA utility approvals, erosion/stormwater permits, intersection improvements prior to Route 122 access, and required sidewalks. The motion passed 7-0 by roll call. Chairwoman Mitchell said the Board of Supervisors will hear the case on July 21, 2026.
