Todd Horn, law‑enforcement liaison for the Wisconsin Department of Transportation’s Bureau of Transportation Safety, presented the commission’s quarterly informational slides and new data tools, noting that "The 2025 Wisconsin Act 54 expands on the Move Over Law to protect disabled vehicles on the side of the road." Horn described WiSTAR as a new addition to community maps and said there is a statewide effort encouraging law enforcement to sign up for it. He also presented Restricted Crossing U‑Turn (R‑Cut) intersections as a reduced‑conflict intersection design and introduced Place of Last Drink (POLD) as a new data collection tool that complements the Alcohol Confluence Report.
Horn’s slides were recorded as on file with the commission; the presentation did not include a motion or vote. No specific local adoption action was taken, but the commission received the materials for reference and potential follow‑up at future meetings.
