The commission introduced an interlocal cooperative agreement with the Paducah‑McCracken County Industrial Development Authority to construct a 100,000 square‑foot speculative industrial building at 5700 Commerce Drive, with the city serving as grant recipient and the IDA as developer and owner. Audra summarized that the city was authorized earlier to provide up to $6,000,000 in local funding and that the Kentucky Product Development Initiative (KPDI) grant of $2,000,000 has been awarded.
A commissioner pressed for an amendment to protect the city’s investment, saying the city should receive credit if the building later sells for more than the amount the city put in. The commissioner framed the concern as protecting city money instead of it being commingled in IDA funds. Mayor Bray responded that the city is "protected on the low end" and that the IDA would need to come to the city for commission approval in the event of particular sales decisions. Bruce, who manages the IDA, cautioned such a provision would be problematic for the IDA board. He explained the bids that were received "came in about $6,500,000" (not including land) and described the city's funding as effectively a loan structured so the city bears no net cost in present value terms; he said the IDA board would likely oppose a requirement to credit surplus proceeds back to the city. Commissioners and staff also discussed the project timeline and the KPDI grant deadline (Sept. 27), with staff noting that delaying substantive approvals could affect debt issuance and contractor notification timing. The ILA was introduced (first reading); staff and commissioners agreed they could return with amendments prior to final adoption and, if necessary, call a special meeting to meet timetable constraints.
