Board members said the stipend was discussed during a closed executive session called under Okla. Stat. Title 25, § 307(B)(1), which the minutes show was limited to the stated agenda topics. No votes were taken in executive session. The decision to set eligibility dates (Nov. 15 and Dec. 19, 2025) and the payment timing (December payroll) was specified in the motion and recorded in the minutes.
