Staff previews multiple infrastructure items: Burns & McDonnell ASR agreement, Hess Reservoir amendment, playground design and alley encroachment

Staff told the Wichita City Council the Aug. 4 agenda includes a recommended agreement with Burns & McDonnell for an ASR model, Amendment No. 2 for Hess Reservoir improvements, Central Riverside Inclusive Playground design work, and an encroachment agreement (Vantage 906) to allow access to a platted alley for utility relocation.
Staff presented several infrastructure and contracting items for the Aug. 4 agenda. They recommended an agreement with Burns & McDonnell for an ASR project accounting model and annual report, noted Amendment No. 2 for the Hess Reservoir improvement project, and described a contract exhibit for design of the Central Riverside Inclusive Playground. "Staff is recommending an agreement with Burns McDonnell," staff said during the preview.
Separately, staff flagged an encroachment agreement with Vantage 906 that would "allow access to a platted alley" so utilities can be relocated to support a private project. Council members did not vote on any of these items in the agenda preview; staff provided the package as non-consent planning and categorical items that will return with full backup materials for formal consideration.
Councilmembers asked follow-up procedural questions during the preview and staff agreed to provide more detailed exhibits and schedules when the items reach the non-consent agenda.
