City staff presented a hillside development permit to determine the ridgeline location for Lot 59 at ForeMaster (about 0.44 acres). Staff walked through three map lines — the plat-derived setback, the applicant's proposed line and Hillside's suggested line — and described a site visit and planning-commission review that ultimately recommended the applicant's configuration.
Staff said the planning commission held a site visit and "came back, and they agreed. I think it was a 5 to 2 vote with the applicant that this really was the ridgeline"; councilmembers who had inspected the site said the applicant's alignment allowed better transition to an adjacent retaining wall. Council approved the permit by voice vote with no opposition.
