Langley council adopts Planned Growth Area designation in comprehensive plan, 3–2
Summary
The council voted 3–2 to adopt the Planned Growth Area (PGA) shown in Figure LU-2 and to reclassify certain lands enrolled in agricultural or forestry tax programs as Lands of Long-Term Rural Significance; Councilmembers Fleming and Salerno voted against the motion.
Councilmember Chris Carlson moved to adopt the Planned Growth Area (PGA) as identified in Figure LU-2 of the comprehensive plan packet and to maintain PGA designation for lands not enrolled in agriculture or forestry current-use tax exemptions. The motion also specified that lands enrolled in those tax programs but that would no longer be PGA should be designated as Lands of Long-Term Rural Significance (LRS). Councilmember Harolynne Bobis seconded the motion.
Councilmember Rhonda Salerno proposed an amendment to postpone the decision and later proposed an amended motion to approve option 1; neither amendment was seconded. The minutes record the final motion passing 3–2, with Councilmembers Gail Fleming and Rhonda Salerno voting against. The motion text recorded in the minutes begins: "Motion to approve adoption of Planned Growth Area as identified as Figure LU-2 of packet..." The council discussed the options presented and the implications for lands enrolled in agriculture and forestry tax programs.
