The Saint George City Council approved its consent calendar but agreed to separate the Ezra Lane portion of item 3b so the 3430 East work can proceed on a schedule tied to the school year. Councilmember Steve Kemp moved to approve item 3b conditioned on staff bringing the Ezra Lane portion to a work meeting in two weeks; the motion was seconded and carried unanimously.
Council and staff discussed procurement and scheduling concerns. Engineer Wes told the council that the contractor could be asked to sign a change order removing quantities for Ezra Lane so the 3430 East work continues: "we can just change order those items out of the project, and use that as a bid and just put together a change order, retracting those quantities from the bid" (staff). Councilmember Kemp emphasized minimizing delays that would force construction during the school year and asked staff to return with options. The council's conditional approval allows staff to execute a change order and to bring Ezra Lane back for further direction in a work meeting.
