Representative Stevens told the committee House Bill 21‑03 would add Western Governors University (WGU) to the list of eligible institutions under the Tennessee Strong Act, enabling active members of the Tennessee National Guard who take virtual courses at WGU to receive tuition reimbursement like guard members attending in‑state campuses.
"Currently, there are 53 that attend Western Governors University, virtually, and they are not able to be reimbursed for their tuition like National Guard members that might take classes at a campus that has a physical presence in the state," Representative Stevens said. Members discussed whether a physical presence requirement applied to Strong dollars; the sponsor said she did not believe a legal requirement would prevent WGU's inclusion. The committee voted to advance HB 21‑03 with a recorded tally of 4 ayes, 1 nay, and 1 present not voting.
