"First and foremost, it extends the open records exemption for public collegiate athletic playbooks, as well as, open records exemption for 3rd party business information such as deals with Adidas and Nike," Speaker Zachary told the committee, summarizing the core purpose of the measure. The committee adopted amendment 014146 and then voted 6–0 to advance the bill to the full Education Committee.
The sponsor said the change simply aligns Tennessee with neighboring states and does not expand other exemptions. No fiscal impact or implementation obligations were discussed during the subcommittee briefing. The bill will next be considered by the full House Education Committee.
