Trustees approve easement at 10580 Illinois Ave to formalize stairs/access

Julie Astrell presented an application from property owner Doug Allen requesting an easement for a 20-by-44-foot portion of the Illinois Avenue right-of-way to formalize access to his parcel. Staff showed maps and aerial photos and said the proposed easement does not encroach into the traveled lane and provides the only access to the property.
Doug Allen, who participated on Zoom, said the stairs currently on the site were put in by a prior owner and are not code-compliant. "When I acquired the property, there were the original stairs ... it was in a state of disrepair," he said, adding that he intends to have engineered plans, seek building-department approval and pull final inspections through Pikes Peak Regional Building. Trustees moved, seconded and approved the easement agreement.
Outcome: The easement application for 10580 Illinois Avenue was approved by motion and voice vote; the applicant will pursue design and permitting required to bring the stairs into compliance.
