"The amendment is very simple," said Chairman Hill, the bill sponsor. He told the panel the measure had been before the committee last year and the amendment adjusts the effective date to 07/01/2026. Hill said the change was requested by Montlow Community College and that the underlying bill seeks to extend the dual-enrollment grant program's eligibility to high school sophomores.
Committee Chair Chairman McBee called for a voice vote on the amendment, asking members to "signify by saying aye." The chair announced the amendment had been added. The committee then proceeded to move the bill to the lottery calendar because the chair said the bill "does implicate lottery Hope lottery scholarship funding." The bill will be considered on the lottery calendar at a later meeting.
The action updates only the bill's effective date and advances consideration; no final statutory language change beyond the amendment was decided at the meeting.
