Commission approves most K-9 evaluator renewals despite open agency reports; staff will monitor pending mandatory reports

Staff presented four canine evaluator recertification applications. For three applicants staff found no record of disqualifying misconduct and the commission approved recertification votes. One applicant, Deputy Arthur Wallen, had several mandatory agency reports in intake review; staff said those are mandatory notifications and not findings of misconduct and that two earlier matters had been previously closed and upheld on appeal. Staff told the commission they would notify the commission if any of the open mandatory reports were later moved into formal investigation or resulted in findings.

Commissioners said they wanted clearer reporting about whether required in-service items (for example, certain patrol tactics modules) had been completed and asked staff to ensure future packages include that verification. Staff agreed to follow up immediately to confirm training-completion status for candidates whose certifications were nearing expiration.
