Chairman Baum introduced House Bill 1518 as a measure to let transfer students who improve their academic standing after attending community college or another institution become eligible for HOPE scholarship lottery dollars even if they did not qualify immediately out of high school. He described common cases where students' grades improve after transferring and urged the committee to consider the fairness of allowing later eligibility.
