SBCC Holds Public Hearing on 2024 Code Adoption Cycle; Final Decision Set for Aug. 28

The Washington State Building Code Council (SBCC) convened a public rulemaking hearing on June 10, 2026, to receive oral testimony on proposed amendments tied to the 2024 code adoption cycle, including the International Building Code (WAC 51-50), International Residential Code (WAC 51-51), International Mechanical Code (WAC 51-52), International Fire Code (WAC 51-54A) and Uniform Plumbing Code (WAC 51-56). Todd Byerthor, SBCC chair and designated hearing officer, said the hearing record will be part of the official rulemaking file and that a final decision by the council is scheduled for Aug. 28, 2026.
Staff managing director Dustin Curb outlined hearing procedure: public testimony is limited to three minutes, there will be no dialogue between council members and testifiers during the hearing, and written comments should be submitted to sbcc@des.wa.gov. The council’s technical advisory groups recommended approval for the majority of submitted proposals; the chair summarized the number of proposals received for each code and the hearing proceeded to registered testimony from stakeholders and local agencies.
