Councilmember Nolan Gunnell moved to suspend rules and approve Ordinance 2026‑32; Vice Chair Kathryn Beus seconded. The motion passed unanimously. Councilmembers clarified the moratorium applies only to unincorporated county territory and does not affect municipal zoning powers. The moratorium is intended to preserve review time and prevent inadvertent approvals while permanent code changes are drafted.
