The Cache County Council on July 14 approved a resolution creating a Cache County Regional Recreation Center Feasibility Study Committee to oversee a contracted feasibility study with architecture firm VCBO.
Policy Analyst Andrew Erickson presented the resolution, which formalizes a study committee that will include one to three council members and six advisory members representing the county seat, unincorporated areas and municipalities north and south of the seat. The committee's charge is strictly advisory; the resolution specifies the study will be funded from preallocated RAPZ tax revenue and not from new taxes. The consultant is expected to deliver a final feasibility report to the council by March 1, 2027.
Councilmember Keegan Garrity moved to approve Resolution 2026‑25; Vice Chair Kathryn Beus seconded. The motion passed 6–1, with Councilmember David Erickson voting no. Supporters said the committee will provide geographic balance and operational direction to consultants; critics cautioned about timing and public readiness to consider bonding for facilities.
The resolution requires the committee to hold public meetings under the Utah Open and Public Meetings Act, publish minutes, and present progress updates and a final recommendation to the full council. Funding for the study was confirmed to come from existing RAPZ allocations rather than a new revenue source.
