Cache County reallocates Secure Rural Schools funds to prioritize roads and schools

The Cache County Council voted July 14 to reallocate a previously earmarked 8% Share of Secure Rural Schools (SRS) Title II funds into Title I to support public schools and county roads.
County Treasurer Craig McAllister told the council the county’s estimated SRS payment is "estimated at $287,000 for next spring," and recommended moving the 8% Title II allocation—historically set aside for special federal land projects—into Title I because Cache County does not regularly use Title II projects. McAllister distinguished SRS funding from incoming Payment in Lieu of Taxes (PILT) funds, which he said are expected at about $28,000 at month end.
Councilmember David Erickson moved to implement the reallocation, Councilmember JoAnn Bennett seconded, and the motion passed unanimously 7–0. The council’s action changes the county’s internal allocation split to 93% Title I and 7% Title III for the SRS distribution, consistent with state guidance on required Title II/III minimums for larger distributions.
The vote is an interim decision for how the county will use its SRS share if the state forwards the payment; Title II projects, when used, typically require initiation and obligation timelines set by federal guidance. County staff noted the decision aims to prioritize rising road infrastructure expenses while preserving eligibility rules for Title II and Title III projects.
