Town Manager Ralph Casals told the Cutler Bay Town Council at a budget workshop that the town is projecting a $4,500,000 deficit for the current fiscal year, July-to-June figures as of July. "We have a projected deficit of $4,500,000," Casals said as he presented the town's mid‑year figures and pending revenue offsets.
Casals said the council previously adopted resolution 26 43 to set a millage ceiling of 2.9143 and to schedule budget hearings; he recommended the council budget around the lower, current millage of 2.8332 to reduce resident tax impacts while preserving reserve rebuilding. The resolution, Casals said, provides the property-tax collector the information to mail TRIM notices with the stated ceiling and the public hearing dates — Sept. 8 and Sept. 22 at 6 p.m. in council chambers. Casals also noted that a budget built at the 2.9143 ceiling would show a roughly $3.16 million surplus, while maintaining the 2.8332 rate still produced a multi‑million dollar projected surplus under the town's scenario assumptions.
The manager emphasized that the $4.5 million figure is a July projection and not yet audited, and he listed pending revenues and reimbursements that could narrow the gap. The council paused for questions and scheduled further review at its next workshop on Aug. 25.
