Following testimony from dozens of nonprofit providers and administration officials, the Committee on Public Works and Operations focused questioning on what concrete data and timelines the administration could provide. Committee members asked whether a centralized grants-management database exists, who would be responsible for quality assurance of NOFA language, and how phased implementation or waivers for small organizations might work.
Administration staff said a survey of agencies is underway, recommended a fiscal task force with agency and CFO participation, and said a proposal for an enterprise grants-tracking tool is planned for the upcoming budget formulation cycle. Chair Brianne Nadeau closed the hearing at 12:17 p.m. and set a written testimony deadline of Nov. 20, 2025. The committee did not take votes on PR26-29 or B26-249 at this session.
