Committee backs H 684 to let counties seek state reimbursement for out-of-state recaptures; fiscal impact estimated $200,000

Chairman Lakey said H 684 would permit a county sheriff's office to request reimbursement from the State for costs associated with recapturing people under Idaho Department of Correction supervision who had absconded and were located out of state. He said the change would prevent small counties and local taxpayers from bearing costs that the State should cover; he estimated the fiscal impact at about $200,000.
Sheriff Matt Clifford of the Idaho Sheriffs' Association testified the association supported the bill and explained county sheriffs currently pay extradition and transport costs, often contracting local transport teams for out-of-state returns. Committee members asked whether IDOC operates its own traveling fugitive-recovery team; testimony on the record indicated "the IDOC had a team that investigated the recovery of absconders but did not have a fugitive recovery team that traveled out of state." Senator Keyser moved to send H 684 to the floor with a do-pass recommendation; the motion carried by voice vote.
