Cache County staff presented a revised interlocal memorandum of understanding (MOU) with Weber County that governs law enforcement and search-and-rescue cooperation at Powder Mountain. Staff said the prior MOU dated to the 1990s and that the updated agreement removes in-lieu tax arrangements and instead frames services in terms of billable hours or negotiated contributions when usage increases. The presenter noted the Powder Mountain area historically generates very few calls within Cache County and that reciprocal responses and shared search-and-rescue protocols already operate informally.
Council members asked about term lengths, termination notice and insurance/liability language. Staff described the draft as a three-year initial agreement with year-by-year renewal thereafter, and pointed to clauses allowing termination for material breach with shorter notice. After clarifying questions, the council moved and approved Resolution 2026-27 adopting the MOU by voice vote.
