Lincoln County's human resources director presented a comprehensive salary study on July 30 and the commission voted to accept the recommendations, which include a 3% minimum increase for nonbargaining employees and targeted adjustments for roles that lag market comparators.
"The result of the study demonstrated that although we have kept up fairly well with the market, a minimum of 3% increase across all non bargaining roles..." HR Director Carrie Elling said, adding the total cost for the recommended changes is about $301,444.98 when deputies and sergeants are included. Commissioners raised concerns about midyear adjustments that produce substantial increases for some positions, possible parity with larger neighboring counties, and whether changes should be phased into 2027 rather than implemented immediately. After debate, the motion to accept the study as presented passed on roll call.
Elling told the board staff believe most of the required funds can be accommodated within current year accounts because of unfilled positions and prior overbudgeting in some lines, but commissioners flagged the $301,000 increase as an item to watch during final budget adoption.
