Council approves multi-item 5th budget amendment: fixed-guideway reallocations, Deep Canyon parking and sheriff needs

Auditor Matthew Funk walked the council through 14 items included in resolution 2026-24's 5th amendment to the 2026 budget. The package removed a planned fuel-canopy project and an assumed $1.1 million RAPS grant for an airport fuel farm that did not materialize, and it reestimated fixed-guideway sales-tax receipts upward to $8,961,000 for 2026. Funk explained a proposed distribution change: 40% of the fixed-guideway slice still goes to transportation, and the transportation portion would be split 70% to COG and 30% to county use, meaning roughly 12% of total tax revenue would remain for county capital projects such as roads and airports.
The amendment also covers local priorities and corrections: reauthorizing $2,826 in ARPA for TV-translator equipment, rolling forward RAPS appropriations for recreation-center feasibility work, reimbursing building-permit fee-related work ($61,500) and reallocating sheriff funding so $133,000 intended for a fire-control panel is placed correctly for patrol-vehicle maintenance while $110,000 is requested out of capital projects for the panel. The package further increases the Deep Canyon trailhead paving authorization from $100,000 to $150,000, with $50,000 drawn from municipal services funds. The council moved and approved the amendment by voice vote after questions from members about whether the changes would increase taxes (staff said no).
