PLDRC forwards Oak Hill Reserve PUD to commission with conditions (4–1)

The committee reviewed the Oak Hill Reserve final development plan for a 25.16‑acre PUD at 348 N US‑1 that proposes 106 residential lots. Kimley‑Horn staff flagged three categories of outstanding items: sign dimensions and location mapping, a major issue that sidewalks must be placed in the public right‑of‑way (not on private lots) per covenants and the land development code, and a missing field in the covenants specifying residential height (PUD requires 35 feet). Staff also noted attached agency comments and a missing Volusia County mosquito ditch connection permit.

Applicant Pete Zahn (Zahn Engineering) reviewed the project's long history, permitting challenges — including a narrow seven‑foot strip of land that delayed utility access — and said the design was extensively reviewed by St. John's Water Management District and county reviewers. He said stormwater work has been "a little overdesigned" to meet agency concerns and that permits have been extended where appropriate. Resident John Crawford asked whether the open space requirement had been met; staff and the applicant pointed to mapped dry retention areas and pond features and confirmed open space is shown on the plan.

After discussion, a motion to approve the Oak Hill Reserve final development plan with conditions satisfied and forward the matter to the city commission passed on a 4–1 roll call (Calstead — Yes; Morton — No; Arman — Yes; Cummings — Yes; Gibson — Yes). The recommendation will go to the commission with the stipulation that conditions be resolved and evidence provided at the commission hearing.
