Selectmen recommend creating PFAS receipts-reserved account (Article 6) and linking it to rescind action (Article 5)
Summary

Selectmen discussed two linked warrant articles addressing PFAS settlement funds and recommended establishing a receipts-reserved appropriation account (Article 6) before rescinding the previously established PFAS special-purpose stabilization fund (Article 5).
Board members explained that Article 5 would rescind the stabilization fund established for PFAS settlement proceeds, but Department of Revenue rules mean repealing a special-purpose stabilization fund is constrained (the transcript notes a three-year effective period once adopted). Members therefore recommended taking up Article 6 first so there is a designated account for any settlement proceeds; if Article 6 passes the board said it would recommend rescinding Article 5. If Article 6 fails, the board recommended passing over Article 5.
The motion for Article 6 states the town may raise, appropriate, transfer and/or borrow up to $300,000 and identifies proceeds from PFAS settlements in the general fund as the funding source. Members discussed the amount of settlement proceeds the town has received; one member estimated about $730,000. Board members assigned Bill to speak to the articles on the floor and to ask the moderator to link them for discussion.
"To fund the expenditures necessary to mitigate the effects of PFAS on the town's water supply," a member said when explaining Article 6's purpose.
