Selectmen recommend dispensing warrant reading and waiving article lottery ahead of Halifax special town meeting

The Town of Halifax Board of Selectmen voted to recommend that the special town meeting dispense with the reading of the warrant and to forego the customary article lottery, the board said during a July 29 meeting at Halifax Elementary School.
Chair moved that “the reading of the warrant be dispensed with,” and the motion was seconded and approved by the selectmen. The board then discussed asking the moderator to waive the lottery so that linked articles can be presented in a specific order; members voted to recommend foregoing the lottery to the moderator.
Members said the board will present unified recommendations at town meeting and assigned who will speak for particular lines. The chair said the moderator has discretion over whether articles are linked and noted that, if linked, two or more related articles can be discussed together. The board emphasized it will seek the finance committee’s recommendation on applicable articles at town meeting.
"I will move that the reading of the warrant be dispensed with," the Chair said when introducing the motion.
The actions were procedural recommendations to the voters at the special town meeting; the selectmen emphasized ultimate decisions rest with town meeting voters.
