The Davenport City Council approved Resolution 2026-08 on April 8 to award tourism funding for the "Tailfeather and Wheels Annual Swap Meet" planned at the Davenport Airport on Aug. 29–30, 2026, subject to conditions. Lydia and Mark Vlk presented a revised site plan and map; Mark Vlk told the council he expected about 800 people to attend and said the event would generate tourism dollars for the airport and the city.
Councilman Lance Strite moved to approve the resolution on the condition the Vlks obtain 501(c)(3) status and provide an employer identification number; Mike Strite seconded. The motion passed 3–1: Chris Stein, Lance Strite and Mike Strite voted yes; Mike Wilkinson voted no. No dollar amount for the grant was recorded in the meeting transcript.
Council members questioned how the event would benefit Davenport; the approval explicitly required the organizers to supply documentation of nonprofit status and an EIN before the funding is finalized. The decision allows staff to complete any administrative steps needed to release tourism funding pending receipt of the required documents.
