City staff informed the commission that secondary water systems are now being metered and that municipalities are being asked to structure fee schedules to discourage use of culinary water for irrigation. Staff said one apparent approach is to set culinary water rates higher so secondary water remains the more economical option and noted the Public Works Department is reviewing water rates and fee structures to align with these expectations.
Staff cautioned that excessive use of secondary water may lead to service restrictions. The minutes record that the City has relied on Weber Basin water under extensions since 2016 but those extensions are no longer available, increasing pressure to find funding and operational approaches that support water infrastructure and conservation goals.
