The Pleasant View City Council approved a development agreement and a franchise-style secondary-water agreement for the Woodsonia Farr West commercial project. City staff said the development agreement governs how funding and reimbursements will be administered—Pleasant View will act as the WACOG fund administrator—and clarified it does not change the underlying land use. The agreement also reflects a UDOT award of $250,000 to pay for two left-turn lanes associated with the project.
Andrea Steiniger, the city’s project staff, summarized the terms and said the matter had already undergone engineering review and planning-commission consideration: “this has been beaten to death,” she said, underscoring that the agreement was focused on funding and reimbursement mechanics. Councilmember Ann Arrington moved approval of the development agreement and CM David Marriott seconded; the council approved it by roll-call vote 5-0. The council then approved a franchise agreement governing secondary-water lines at Farr West Landing, again by a 5-0 roll-call vote.
