Developers Cecil Satterthwaite and Brett Satterthwaite presented a long-term concept for the West Village area, describing infrastructure elements such as storm drains, retention ponds, grading plans and a proposed extension of Skyline Drive through the site. They told the commission a recent proposal could allow rough grading for Skyline Drive to occur sooner than the standalone schedule would permit, but said multiple coordination steps would be required and a conditional-use application is anticipated.

Commissioners asked about accommodating large truck traffic and staff indicated engineering coordination remains necessary.
