Council approved a $1,206,621 change order to the city’s existing McKinstry contract to carry out a package of mechanical, building‑automation and lighting upgrades at the Moab Recreation and Aquatic Center (MRAC).
McKinstry representatives described 13 facility‑improvement measures including replacement of failing 'SharkBite' fittings with commercial copper piping, new exhaust fans for wet locker rooms, a glycol flush and refill of the geothermal ground loop, a controls upgrade to an open‑protocol Distech system to avoid vendor lock‑in, LED lighting retrofits to meet dark‑sky requirements and commissioning plus operator training. "These are a really, really important baseline to maintain mechanical operation, keep pools and public healthy and safe, and ease the maintenance load of your facility staff," a McKinstry speaker said. Several councilors voiced concern that the $1.2M addition felt like a new contract rather than a change order and urged fuller competitive bidding; staff and the city attorney said the work aligns with the state cooperative procurement and that the change‑order approach was legally defensible. The motion passed on a roll call, 3–2.
