Councilwoman Campbell moved to defer the item to allow more time to work with the adjacent business, but her motion lacked a second. Another councilmember then moved approval; after discussion the resolution passed by roll call with one Nay (Councilwoman Campbell) and Aye votes from the remaining council members. The resolution was adopted to allow selective encroachment while preserving utility access and the city’s right to require moving plantings if needed for infrastructure work.
