Council approves use permit for vehicle repair shop at 611 Copeland Drive

Hampton City Council voted unanimously to approve a use permit allowing heavy vehicle repair at 611 Copeland Drive, authorizing the renovation of an 11,900-square-foot building in the Copeland Industrial Park into a Mako auto body franchise.
Senior city planner James Randolph summarized staff’s recommendation and the conditions attached to approval, including a 30-day limit on vehicles being serviced on-site, a prohibition on vehicle storage, screening of an outside fenced service area, and compliance with applicable laws and a required certificate of occupancy. “Planning Commission and staff do recommend approval of this use permit with the seven conditions,” Randolph said.
Applicant Delwyn Cosby told the council the primary purpose of the facility is to maintain his DJC Logistics fleet, which he said includes about 50–70 Amazon delivery vans. “I’m Delwyn Cosby, owner of DJC Collision and DJC Logistics,” Cosby said, adding the shop will focus on quick repairs and painting and that the business expects to create “6 to 11 new jobs.” Cosby told council he expects an opening around Aug. 3 if approved.
With no public speakers on the item, a councilmember moved approval and the clerk called the roll; each member recorded an Aye. The permit’s conditions are intended to limit on-site vehicle storage and require screening to reduce impacts on surrounding properties. The applicant may proceed to secure building permits and a certificate of occupancy and must meet the listed conditions to avoid revocation.
