Council adopts grouped tax/fee and appropriation ordinances as part of FY27 budget process

On May 13 the Hampton City Council voted to adopt the grouped tax and fee ordinances (items 13–19) and the grouped appropriation ordinances (items 20–36) as part of the FY27 budget package. The city manager described an extensive community engagement process and noted that personnel costs — including salary increases for police officers, firefighters and public works employees — are major budget drivers. The manager said assessments and revenue dynamics limited the city's ability to reduce the real estate tax rate further this year.
Councilwoman Campbell recorded a dissenting vote on both the tax & fee ordinances and the appropriation group, saying she favored a lower tax rate. The clerk called the roll for each grouped motion; the motions carried by roll call despite the single nay vote. The manager and council thanked the budget team and said they would continue to respond to public input and monitor costs.
The approvals move the proposed budget forward according to the manager's recommended package, and related appropriation ordinances will be implemented per the adopted budget schedule.
