Council approves one‑year landfill lease with USA Waste (Waste Management)

Council on May 13 approved a resolution authorizing the city to enter a short‑term operating lease with USA Waste of Virginia Landfills Inc. (Waste Management) for the Bethel Landfill at 100 North Park Lane. Staff recommended the measure as a continuity step because the existing lease will terminate by operation of law on May 29, 2026.
Staff said the proposed agreement preserves the status quo while adding specific enhancements favorable to the city, including monthly operational reports from Waste Management, the city's right to conduct an annual audit of the company's records to verify compliance, and a requirement that Waste Management send 100 tons per day of commercial waste to the Hampton Nasa steam plant. The initial lease term is one year with the option to renew for up to four additional one‑year terms. The council approved the resolution by roll call.
Staff characterized the lease as short term while the city and operator evaluate potential long-term options for landfill operations.
