Council approved a use permit allowing the Hamptons Beauty Academy and Hamptons Head Spa & Wellness Sanctuary to operate on the second floor at 15 South Hope Street in Phoebus. Valerie Taylor (staff) summarized the proposal as using approximately 1,500 square feet on the second floor with a classroom of about 500 square feet, 10 students and two employees; staff found the proposal compatible with the Hampton community plan and Phoebus master plan and recommended eight conditions.
Applicant Chrissy Michelle described the business vision to provide education, mentorship and career development in the beauty and wellness industry and said significant renovations and equipment investments have already been made. No members of the public spoke in opposition during the public hearing; council moved and voted to approve the use permit subject to the eight conditions recommended by staff.
The approval allows the academy to proceed with required permits and to comply with the stated conditions before full operation.
